As long as they pass a test for no contagious diseases Accept unlimited female immigrants and only accept non Muslim male non Jewish immigrants.  Deport all male Muslim immigrants to Israel yes I said Israel not Muslim countries.  And deport all Jewish immigrants to Muslim countries.  Imprison all male or female immigrants with a history of violent crimes unless they have contagious diseases in which case deport them to Israel.
